The Inspection Panel received a request from Greek nationals (the “Requesters”) on April 4, 1995 alleging that the International Development Association (IDA) failed to comply with the provisions of OMS 1.28 in relation to several IDA credits to Ethiopia and the negotiation of further financial assistance with the Transitional Government of Ethiopia (TGE). The Requesters claimed that the TGE refused to deal with their claims for compensation for the expropriation of their assets and for the blocking of their bank accounts by a previous government.
